Transit Center Parking Planned at Former Roger's Market Site
Construction of the Lynnwood Link light rail line from Northgate to Lynnwood is scheduled to begin in 2019, with service beginning on Lynnwood Link in 2024. Sound Transit is proposing to use the Rogers Market site as a temporary commuter parking lot for a brief period of time until replacement parking is constructed at the 59th Place West cul de sac adjacent to the Transit Center
During construction, the existing 200+ stall surface parking lot at the Mountlake Terrace Transit Center will be used for staging and ultimately reconfigured. Sound Transit is required to temporarily replace these parking stalls near the Transit Center until the existing surface parking lot is available for the public to use.
For the majority of the 5-year construction period Sound Transit plans to provide parking in a new surface lot next door the the Transit Center where the 59th Place West cul de sac is located. Sound Transit is in the process of acquiring these properties, but acquisition and construction of the temporary parking lot will not be completed by the time Lynnwood Link construction starts and the existing lot is closed. Because the temporary parking lot won’t be finished in time Sound Transit has been looking for property to use as an interim temporary parking lot.
A pre-application conference request has been submitted for a proposed interim temporary parking lot on the former Roger’s Market site at 23120 56th Ave W. Sound Transit proposes to have the existing building demolished and expand the existing parking lot to provide 230 parking stalls. This interim temporary parking lot will be used until the temporary parking lot at the 59th Place West culdesac is completed. Construction of the parking lot improvements will include building demolition, pavement removal, limited clearing, grubbing, site grading, drainage, lighting and striping. The application submitted by Sound Transit indicates they plan to have the parking lot finished by mid-February 2019, pending demolition of the existing structure by the current owner.
Much of the existing parking lot would be maintained as-is, and the current access points off 232nd and 231st Street SW would remain. The adjacent bus stop on 56th Ave W would be rebuilt with a larger shelter installed by Community Transit. The bus stop is served by Community Transit routes 119, 130, 810 and 871, all of which make a stop 3 minutes later at the Mountlake Terrace Transit Center. The site is also about a 7 minute walk from the Transit Center through Veteran’s Park.
Neither the former Roger’s Market site or 59th Pl W parking lots will be permanent as a stand-alone surface parking lot is not an permanent allowed use in the Town Center.
After developing ambitious concepts to redevelop the property the previous owner sold the former Roger’s Market property in September 2018 to Equity Funding, LLC. The new owner has not indicated what their permanent plans are for the property and all indications point to Sound Transit leasing the property, not acquiring it.
